Summary of the contracting process

Health Education England (HEE) is currently initiating a tender process for "PWP Competency Training" within the Education and Training Services industry category. The procurement is classified as a selective process with a value of £450,000, and is expected to span a contract period of 720 days. The deadline for submissions is set for midday on 16 March 2022, following which the award period is scheduled to commence on 1 April 2022. The procurement process is taking place in Leeds, UK, and is designed to facilitate a direct award to UCL, who has been identified as the sole provider with the necessary skills and accreditation for the delivery of this service.

This tender presents significant opportunities for businesses involved in the education and training sector, particularly those with expertise in PWP (Psychological Wellbeing Practitioner) training and assessment. Companies that can demonstrate accreditation and experience in delivering similar training programs will be well-positioned to compete, especially given the specific requirements outlined in the tender. Businesses interested in this opportunity should prepare to engage through the Health Family eTendering portal and ensure they meet the submission criteria detailed in the prior information notice.

Lot Information

Lot 1

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to UCL.

The case for direct award can be found on the tender portal.

HEE is seeking a provider to provide assessment of competence for staff already working in IAPT services delivering Step 2 interventions to undertake an assessment of competence as an alternative to undertaking the full PWP training.
HEE believes that it is highly unlikely for any other supplier to be able to provide the following skills/tools provided by UCL as a current supplier for the following reasons:
1. UCL is already commissioned by HEE to deliver an BPS accredited PWP course.
2. UCL is an education provider who currently delivers an accredited PWP course to deliver the PWP competency assessment.
3. An unsuccessful tender for this work has been carried out in January 2021, UCL is the only supplier with the requisite expertise and experience to assist HEE in fulfilling the Mandate deliverables and actions of UK government policy. For the Specification, Contract and the Case for Direct Award please access the portal at:
