Summary of the contracting process

The Common Services Agency, commonly known as NHS National Services Scotland (NSS), has successfully completed a procurement process for "Workforce Specialist Services" focused on counselling and mental health support for regulated health and social care professionals in Scotland. The contract, which consists of confidential assessment and treatment services, commenced on 6th April 2022 and is set to expire on 5th April 2023, although there is an option to extend for an additional two periods of 12 months. The procurement method used was a limited award procedure, justified by the Authority's belief that only one provider could meet the specific technical requirements of this service. The winning supplier for this contract is Hurley Group, which has been actively involved in the tender process.

This procurement presents an excellent opportunity for businesses specialised in mental health services and counselling, particularly those experienced in working with regulated professionals facing stigma and mental health challenges. Companies with the capability to provide specialised addiction treatment, including in-patient detoxification and rehabilitation therapy, would find this tender well-suited to their operations. The expected focus on quality and price criteria (60% quality and 40% price) means that businesses that can demonstrate high-quality service delivery will be favourably considered. With a contract value of £4.8 million, this engagement could serve as a significant stepping stone for relevant firms seeking to expand their influence within the public health sector in Scotland.
