The Service will improve the educational outcomes, emotional well-being and personal development of children and young people aged 0-25 years through the application of psychology in providing assessments, advice, and recommendations. The Service may be requested to provide up to 10 days to support the local authority and schools with developmental and early intervention work to support wider Local Area SEND improvements. The Service will meet the local authority's statutory duty for children and young people aged 0-25 years in early years settings, schools, academies, post-16 provision, educated at home, and youth offending services in Calderdale, who are referred by the Special Educational Needs Team (SEN Team). The contract shall be awarded to the most economically advantageous tender (however tenderers should note that the Council reserves the right not to award a contract). Quality will equate to 80% of the total evaluation scoring criteria and price will equate to 20% of the total evaluation scoring criteria as per section 20 of the Invitation to Tender. Any tender that achieves below 50% of the total quality scores available will be deemed to be non-compliant. Any tender with a price submission in excess of the maximum indicative budget (PS313,950 based on the first year or PS1,150 per assessment) will be deemed to be non-compliant."
