Summary of the contracting process

North Lanarkshire Council is preparing for a potential procurement process for a Void Property Energy Management Scheme, aimed at providing energy management services to its housing repairs team. This initiative is currently in the planning stage, with the Market Engagement Questionnaire due by June 13, 2022. The procurement is classified under energy-management services, with a focus on optimising gas and electricity supply during void tenancy periods in Motherwell, Scotland. This contract will primarily cater to the Council's housing stock, with short-term energy supply arrangements needed for an average of 2,804 properties annually.

This opportunity presents significant growth potential for businesses specialising in energy services, including gas and electricity suppliers, energy management consultants, and those providing related technological solutions. Companies equipped to manage energy transitions efficiently, optimise tariff plans, and offer comprehensive service packages could particularly benefit. Engaging with North Lanarkshire Council may lead to fruitful partnerships aimed at alleviating fuel poverty and ensuring seamless energy management across the Council’s properties.

Notice Description

As part of the preparatory work for a potential future procurement procedure, North Lanarkshire Council (the "Council") is looking to engage with the market for a potential future Void Energy Management Scheme contract.

Lot Information

Lot 1

Within any future potential future Void Energy Management Scheme contract, services required would involve the provision of gas and / or electricity to the Council on a short-term basis following the departure of a tenant from the Council's housing stock to enable repairs etc.in preparation for new tenants and provide any new tenant with gas and / or electricity as their entry supplier. Historically, an average of 2,804 properties per year within the pilot, with an additional benefit of the free provision of 4 pay points. The energy used when a house is void should be supplied to the Council on a standard tariff plan. This is because the Council are the customer for only a short period and therefore could incur financial penalties in a fixed tariff plan. Therefore for best value, any future contract should be of sufficient length to ensure continuity whilst permitting the opportunity for best value in terms of tariff prices.
