Summary of the contracting process

The Greater Manchester Combined Authority (GMCA) is currently in the tender stage for the procurement of a Dual Diagnosis Service aimed at supporting individuals experiencing rough sleeping. This contract, with the title "Invitation to tender for the provision of a Dual Diagnosis Service for People Experiencing Rough Sleeping (2022-25)", falls within the category of community, social, and personal services and is set to begin on 1 July 2022, lasting for a duration of 9 months with the potential for two 12-month extensions until 31 March 2025. The deadline for bid submissions is 2 May 2022, and the procurement method follows an open procedure.

This opportunity presents significant business growth potential particularly for organisations specialised in mental health and substance misuse services, as well as those with experience in supporting rough sleepers. Providers with capabilities in trauma-informed practices and leadership in health service integration would be well-positioned to compete effectively, especially as GMCA aims to expand its service across all Greater Manchester boroughs over the course of the contract. Moreover, businesses that can demonstrate quality service delivery in this sector, given that the evaluation criteria heavily favour qualitative factors, can leverage their expertise to secure future contracts.
