Summary of the contracting process

The Foreign Commonwealth and Development Office (FCDO) is initiating the programme titled "Strengthening Societal and Economic Resilience in Jordan" (SSERJ), focusing on foreign economic-aid-related services. The procurement is currently in the planning stage, with an Early Market Engagement (EME) event scheduled for 17th May at 11:00 UK time, aimed at discussing market delivery routes. The programme has a total budget of £139 million and is designed to support the Government of Jordan in developing a sustainable social safety net system. The EME will provide interested parties an opportunity to learn about the programme goals and expected outcomes, facilitating discussions that may help shape the tender process.

This procurement opportunity allows businesses, particularly those with experience in delivering complex social protection programmes and those familiar with Jordan's socio-economic context, to position themselves favourably. Companies that can provide technical assistance, policy development, and financial assistance services could find this tender particularly lucrative. Engaging in this programme not only offers the chance to contribute to significant social reforms in Jordan but also provides a platform for businesses to expand their footprint in the region, aligning with broader humanitarian development initiatives.

Notice Title

Strengthening Societal and Economic Resilience in Jordan (SSERJ)

Notice Description

Programme Objective: SSERJ aims to support Government of Jordan (GoJ) to build an inclusive and sustainable safety net system and implement the National Social Protection Strategy (NSPS 2019-2015). The programme will expand contributory social insurance schemes which will allow more informal jobs to be formalised. It will also support an expansion of tax-financed social assistance schemes, seeking greater coherence between national systems and those supporting refugees to improve efficiency. Through this programme the UK will: 1. Create the space for necessary economic reforms and protect the most vulnerable - leading to enhanced societal and economic resilience. 2. Build GoJ's capability to implement a strengthened and sustainable social safety net system which supports the formalisation of the economy and prioritises gender sensitive and shock responsive components. 3. Promote greater alignment of humanitarian and development systems leading to efficiencies, sustainability and VFM. There are four main components to the SSERJ programme: 1) Technical assistance (TA) for systems strengthening 2) TA for policy development 3) Direct financial assistance (FA) for beneficiaries 4) Monitoring, Evaluation and Learning (MEL) FCDO will procure a Managing Agent to deliver Technical Assistance components and support financial assistance (FA) work to the GoJ.
