Summary of the contracting process

The Foreign Commonwealth and Development Office is initiating the Climate and Ocean Adaptation and Sustainable Transition (COAST) Programme, which falls under the category of foreign economic-aid-related services. This programme, part of the UK's £500 million Blue Planet Fund, aims to enhance the resilience of coastal communities to climate change while promoting sustainable marine practices. Currently at the planning stage, this tender includes two early market engagement (EME) sessions scheduled for 13th and 16th May 2022, intended to inform potential suppliers about the programme and gather their feedback on its delivery. The programme's budget, which could reach up to £154 million over five years, will undergo internal approval processes before final confirmation.

This tender presents significant opportunities for businesses focused on marine conservation, sustainable fisheries, and environmental aid services. Companies specialising in climate resilience, sustainable resource management, and coastal habitat restoration would be particularly well-suited to compete for contracts under the COAST Programme. Engaging in this programme will not only contribute to environmental protection efforts but could also foster growth in sectors aimed at delivering innovative solutions for vulnerable coastal communities across various regions globally.

Notice Title

Climate and Ocean Adaptation and Sustainable Transition (COAST) Programme

Notice Description

The Climate and Ocean Adaptation and Sustainable Transition (COAST) programme forms part of the UK's PS500m Blue Planet Fund (BPF), a joint FCDO-Defra fund aiming to protect and enhance the marine environment and reduce poverty. BPF will focus on Caribbean Small Island Developing States (SIDS), Pacific SIDS, West Africa, East Africa and South and Southeast Asia. COAST aims to improve vulnerable coastal communities' resilience to climate change and build their prosperity from a more sustainable use of their marine environment. It focuses on protecting and restoring coastal habitats, small scale fisheries management and sustainable aquaculture. COAST's budget and delivery timeframe will be confirmed during FCDO's internal programme approval process - if conditions are favourable COAST's budget is envisioned to be up to PS154m over a minimum of 5 years. This is the second EME - an FCDO-Defra EME was held for the BPF in April 2021.
