Summary of the contracting process

The Midlands Rail Hub market engagement process is being led by Network Rail Infrastructure Ltd, targeting railway construction works in the UK. This procurement is currently in the planning stage, with a market briefing session scheduled for 21st June 2022, aimed at gathering supplier insights regarding the MRH programme. Interested suppliers must register their participation by 17th June 2022. The total estimated value of the programme is £1.5 billion, and it includes multiple infrastructure interventions across the East and West Midlands, encompassing new platforms, sidings, and power supply upgrades.

This tender presents significant opportunities for businesses involved in railway construction, civil engineering, and associated sectors. Companies that specialise in infrastructure development, project management, and engineering services would be well-positioned to compete for future contracts stemming from the MRH programme. Participating in the market engagement session will provide valuable insights and the chance to influence the procurement strategy, potentially resulting in future partnership opportunities as Network Rail considers subsequent tendering processes.

Notice Title

Midlands Rail Hub - Market Engagement

Notice Description

Network Rail is publishing this Period Indicative Notice (PIN) to invite organisations to the Midlands Rail Hub (MRH) market briefing session and request responses to the market sounding questionnaire (MSQ). Please supply your email address if you would like to attend the briefing session which will take place via Microsoft Teams on Tuesday 21st June 2022 at 10:00 GMT for approximately 30-40 minutes (subject to change) and/or if you would like to respond to the MSQ. This notice is not a call for competition, but advertisement of a market briefing session and MSQ for the MRH programme of works. The market briefing session will provide the market with an overview of MRH's scope and objectives as well as the current thinking on how the MRH programme of works may be procured. Following the briefing session, organisations will be invited to complete a MSQ in order for Network Rail to obtain feedback on topics including capacity, proposed procurement strategy and proposed commercial and incentive model. Following the briefing session and consideration of responses to the MSQ, Network Rail may or may not undertake further market engagement including but not limited to further consultation questionnaires and/or workshops as Network Rail considers necessary. Should you wish to attend the market briefing session and/or provide feedback via the MSQ, please register your interest by providing a maximum of three email addresses via the Eventbrite link provided below and, where you are able to attend the session, accept the Microsoft Teams invite to follow. Please register interest by 17th June 2022 to ensure a place at the briefing. Organisations who are unable to attend the briefing session may still participate in the MSQ which will be issued alongside a slide deck summarising the key information from the briefing session. https://www.eventbrite.com/e/midlands-rail-hub-market-engagement-tickets-358526160397

Lot Information

Lot 1

The MRH programme of works currently consists of eight multidisciplinary infrastructure interventions to be undertaken across the East and West Midlands with the core purpose, and combined output, of providing up to 12 additional services per hour between central Birmingham and key regional cities and transport hubs. Network Rail currently envisages that intervention requirements will include the design and build of: new platforms and sidings; two new chords into Birmingham Moor Street; widening of existing viaduct; power supply upgrades; new freight loops; new overhead line equipment (OLE) and various signalling works. The majority of the programme is still undergoing options selection and so the exact work scope and procurement strategy are yet to be finalised.
