Award of a contract without prior publication of a call for competition in the Official Journal of the European Union Justification for selected award procedure: Negotiated Procedure without competition The procurement falls within the scope of application of the Directive: The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons Welsh language transmission and behavioural change techniques and communication area of work is a highly specialist field with a limited amount of operators.
