Summary of the contracting process

The Chief Constable of Hampshire Constabulary and the Chief Constable for Thames Valley Police are seeking tenders for the supply of dog kennelling services for dangerous, seized, and prisoner dogs within two geographical lots: Lot 1 covering Hampshire and the Isle of Wight with an estimated value of up to £160,000 per year, and Lot 2 covering the Thames Valley area, estimated at up to £1,200,000 over three years. The tender is currently open and follows an open procurement method, with applications accepted until 11th August 2022. The contract will commence on 27th September 2022, and the overall contract duration is three years, with an option for a one-year extension.

This tender presents significant opportunities for businesses specialising in kennel services, particularly those equipped to handle dogs classified as "dangerous." Companies with a Local Authority License for boarding such dogs and a strong compliance background with UK legislation would be particularly well-suited to apply. The tender offers considerable scope for new entrants to the market, as well as established firms looking to expand their service offerings in the public sector, given the anticipated increased demand following recent trends in dog ownership and safety regulations.

"description": "Due to the complex nature of this contract volumes are difficult to estimate and therefore figures should be used as a guide but will not reflect the actual contract value. The estimate figures shown within this notice are based on historical figures, with a slight uplift and also reflect an anticipated increase due to the pandemic and increase in dog ownership (see paragraph below). Estimated spend (based on historical data with slight uplift): Lot 1 - Hampshire up to PS160,000 (PS40k per annum) Lot 2 - Thames Valley up to PS1,200,000 (PS300k per annum) - note this is split over two kennels. Value increase (if required): As permitted by Regulation 72 1 a of the Public Contracts Regulations 2015, either Lot maybe increased at any time during the life of the contract by no more than 50% of each Forces estimated value (Lot 1 extra PS80k and Lot 2 extra PS600,000) so long as this increase does not materially change any part of the service/contract and will operate on the same terms and conditions. The total contract value set out in section II.1.5 shows the maximum permissible spend where this option is applied. Due to the sensitive nature of this contract the successful kennel(s) details will not be placed in the public domain.",
