"text": "Within Bexley the vision is to create an urgent and emergency care system (one system multiple facilities) that can deliver equitable access to the right care first time for local patients through a networked model with services provided along robust pathways 24/7. This is an opportunity for a genuine integrated Urgent and Emergency (UEC) Care service, aligning NHS 111, London Ambulance Service (LAS), the Intermediate Care Services, Primary care, GP out-of- hours, GP extended hours hubs, and Emergency Departments. The new urgent treatment centre service will be delivered from the existing 2 standalone sites. Across the borough these are situated in North Bexley at Erith Hospital and at Queen Mary's Hospital Sidcup, alongside and in conjunction with local primary care access hubs. The expectation of the 2 standalone UTC's in Bexley is that one will be open 24hrs a day/ 7 days a week (Queen Mary's Hospital) and the other will be open 13hrs a day/7 days a week (Erith Hospital). The UTC will include open access patients and will include scheduled or appointed patients (e.g. via NHS 111) with urgent need. It is expected that the urgent treatment centre model will be fully implemented in Bexley by April 2023. Bexley's Local Care Partnership (LCP) involves the NHS, local authority, service providers, charities and voluntary sector coming together to work in partnership, to design health and care services around the concept of 'place'. The LCP is continuing to develop and test its draft model of care requirements and invites potentially interested providers of urgent care services to help test aspects of the new service requirements and potential commercial options. The brief outline of the event will be uploaded to the portal in due course. A summary of the feedback from the event , supplier clarifications and any slides shared at the event, will also be uploaded to the portal. Please note -- the ICB is issuing this notice as a request for information only. This notice does not represent an invitation to tender, nor is it a request for formal expressions of interest. The Market Engagement Event and any associated documentation issued by the ICB do not form any part of an invitation to tender. Any organisation or individual attending the Engagement Event is doing so to support market research only and to help make any potential commissioning process more focused and efficient. No supplier selection or supplier preference is implied. Any information provided by Bexley Borough about the requirement and procurement process to be followed is indicative only, and subject to change/confirmation. The service will be GP-led but with a multi-disciplinary workforce. This workforce will work with system partners to ensure that patients are seen in the right place at the right time according to their clinical and wellbeing needs. The UTC provider will be expected to develop close working relationships with other providers within the Urgent and Emergency Care (UEC) system, as well as other local Bexley stakeholders and patients' groups. As integration builds over the course of the contract the UTC provider might be expected to join an NHS Alliance agreement with other interdependent services as well as develop an Outcomes based approach. The scope of the UTC will include same day urgent primary care, minor illness, and minor injuries. There will be no restrictions on age groups for patients accessing UTC services. The Home Visiting element of the service will provide urgent home visits when GP surgeries are typically closed, from 6.30pm to 8am weekdays, all day at weekends and all day on Bank Holidays. The successful bidder can phase the mobilisation of the services during February and July 2023 - but all services under the new contract must be operational by the 1st of August 2023. The maximum contract term is 7 years (3yrs + 2yrs + 2yrs optional extensions) and we anticipate that the maximum value over a 7 year contract period is PS26,894,000. The SEL ICB is seeking expressions of interest from suitably qualified and experienced healthcare providers who can provide demonstrable evidence of a record of accomplishment in delivering high quality and effective urgent treatment services and Out-of-Hours Home Visiting services, as set in the ITT documentation Further Information Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgment of potential service providers. In such circumstances, and in any event, the ICB or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by the respondent and company, agent, subsidiary or organisation may have contributed to any response submitted to this notice.
