Summary of the contracting process

The Mayor's Office for Policing And Crime (MOPAC) is planning a procurement process for the "Integrated Offender Management (IOM)" project, related to health and social work services. This project involves the co-commissioning of mental health and service user engagement services for London IOM, with an estimated value of GBP 2,100,000. The procurement stage is currently in the planning phase, with a deadline for expressions of interest and feedback set for 23 September 2022. The buying organisation is based in Southwark, London, UK, and the services will primarily be delivered in the London Boroughs.

This tender presents an opportunity for businesses in the health and social work services sector, particularly those experienced in mental health, counselling, rehabilitation, and guidance services. Companies interested in providing integrated mental health services and service user engagement in a pan-London context until March 2025 would be well-suited to compete. The procurement method planned is an Open OJEU procedure using a Contract Notice, inviting interested parties to engage with MOPAC for potential collaboration within the London Integrated Offender Management framework.

LOT 1 * The procurement of a co-commissioned mental health service for London Integrated Offender Management (IOM) is planned, led by MOPAC, but with additional investment for other London CJS partners. The funding for this service will run until March 2025 and this will be a pan-London service, with mental health practitioners working in partnership in local IOM teams across London. The service will be required to provide consultations and training to IOM practitioners on mental health, case assessments and formulations with services users, short duration support for service users with low/medium level mental health needs and onward referrals to secondary or tertiary care for cases as appropriate. This will include engaging IOM service users in future commissioning of IOM services. The service will be fully integrated and evaluated as part of the London IOM framework, which works to reduce reoffending from the most persistent, violent offenders in London.
