This negotiated procedure without prior publication will cover the acquisition of the design and manufacture of the Complete Mask Set required for a PERCIVAL (proprietary) CMOS sensor for low energy X-Ray detection under Paragraphs (2)(b)(iii) and (5) b) of Regulation 32: this is an extension supply of existing systems and installations and a change of supplier would break the exclusive intellectual property rights owned by the supplier, and it would inflict incompatibilities and disproportional technical difficulties.
