Notice Description
Domestic Energy Assessors Non Domestic Energy Assessors PAS 2035 Retrofit Consultants ( Advisers, Assessors, Co-ordinators, Design Consultants and Evaluators) The Frameworks are national covering England, Wales, Scotland and Northern Ireland with the ability to operate in specific geographical regions.

LOT 1 - Domestic Energy Assessor - Direct Award Framework
The provision and lodging of domestic energy performance certificates ("EPC") to domestic properties on both a planned programme and ad-hoc basis under a Call-Off Contract awarded by NHMF Frameworx members. The provision of advice on energy matters to those members entering into Call-Off contracts with those members. Domestic Energy Assessors undertaking the EPC's will be required to must have as minimum Certificate in Domestic Energy Assessment or equivalent and be accredited to one of the schemes approved by the Government, For Further details refer to the ITT and Specification documentation. LOT 5 - Retrofit Consultancy - Direct Award FrameworkThe provision of Retrofit Advisor services to give advice to the Client during the retrofit process, the evaluation of improvement options, the selection of improvement measures ("EEM"), the retrofit design, the operation and maintenance of installed measures and how to operate the domestic properties in an energy efficient way after retrofit. The provision of Retrofit Assessor services to undertake the retrofit assessment of properties in accordance with PAS 2035, including the production of an RdSAP assessment, a detailed floor plan, a condition report, and an occupancy assessment. The provision of Retrofit Co-ordinator services to formulate from the data provided medium term (20 -30 years) Improvement Plan, and to overseeing a retrofit project from inception to completion including all required liaison with Clients and other stakeholders. The provision of Retrofit Designer services in preparing options on the combination of EEM systems products, and materials to be installed in a property in order to achieve the required level of energy efficiency and other outcomes. The provision of Retrofit Evaluator services to monitor and evaluate the effectiveness of a retrofit project and provide feedback to the Client and the project team. "description": "NHMF Frameworx is the trading name of NHMF (NPC) Ltd (\"NPC\") which has been established by the National Housing Maintenance Forum Ltd to undertake the development of frameworks for its 600 plus social housing provider members (the \"Contracting Authority\") operating across England, Wales, Scotland and Northern Ireland, who are the subscribers and users of the M3NHF Schedule of Rates for Responsive and Void Property Works, the M3NHF Schedule of Rates for Planned Maintenance and Property Reinvestment and the M3NHF Repairs Ordering Schedule. The members of the NHMF represent more than 80% of the UK's housing stock. NHMF (NPC) Ltd is Contracting Authority under regulation 2 of the Public Contract Regulations 2015 and a central purchasing body under regulation 37 of those Regulations. Other contracting authorities through an Authorising Agreement with NPC may also enter into Call-Off Contracts with framework providers. The Contracting Authority considers that these contracts may be suitable for economic operators that are small or medium enterprises (SMEs), any selection of tenderers will however be based solely on the criteria set out in the procurement documents. NPC is administering this procurement on behalf of its Members (Contracting Authority) The Contracting Authority reserves the right not to award any membership to any framework pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award membership of a framework for only part of the Works at it's sole discretion The Contracting Authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion.
