Summary of the contracting process

The University of Edinburgh has recently awarded a contract for the development of bespoke algorithms and analysis tools for detecting small labelled targets in lung models of infection. The procurement method used was a limited tender with an award procedure without prior publication of a call for competition. The contract, valued at £234,000 GBP, was signed on 1st September 2022. The procurement falls under the industry category of research and development services. The buying organisation is The University of Edinburgh, with the contracting authority being Firefinch Sofware Limited. The project location is at The University of Edinburgh, The Queen's Medical Research Institute in Edinburgh.

This tender provides opportunities for businesses with expertise in research and development services and related consultancy services. Companies with clinical data management expertise and the ability to develop bespoke algorithms in lung infection models will find this tender suitable. The cancellation of Lot 1 in the procurement process may indicate new opportunities for future tenders in this area. The active supplier, Firefinch Sofware Limited, is a SME, suggesting that smaller businesses can successfully compete in similar procurements in this industry category.

Notice Title

Development of bespoke algorithms and analysis tools for the detection of small labelled targets in lung models of infection, using Ex Vivo Lung Perfusion datasets.

Notice Description

Development of bespoke algorithms and analysis tools for the detection of small labelled targets in lung models of infection, using Ex Vivo Lung Perfusion (EVLP) datasets. The service provider will also provide on-going maintenance and technical support for the software, and address any defects that are highlighted during the lifetime of the client's (Translational Healthcare Technologies Group) LungSpy clinical study.

Lot Information

Lot 1

Continued development of bespoke algorithms and analysis tools for the detection of small labelled targets in lung models of infection, using Ex Vivo Lung Perfusion (EVLP) datasets. The service provider will also provide on-going maintenance and technical support for the software, and address any defects that are highlighted during the lifetime of the THT Group's LungSpy clinical study.

Procurement Information

These additional services to be delivered by the service provider enable the Translational Healthcare Technologies Group (THT) to build on existing acquisition analysis techniques that have taken years to develop. Were THT to switch suppliers, it would cause substantial rework and introduce unacceptable additional risks and costs to the current projects. Without the incumbent's continued input and expertise regarding data management, the LungSpy study will perforce be paused to further recruitment, (up to 80 participants with a variety of suspected lung conditions are being recruited from within the Royal Infirmary of Edinburgh), which would jeopardise the delivery of the study endpoints and the start of a GBP 2.5M Wellcome Trust funded multi-site ICU clinical study. In reality, new algorithms would be required and the team would lose years of effort.
