The somewhere safe to stay hub provides vital short term resource for rough sleepers and is an integral service with the prevention surgery and outreach / floating support service, the contract for both of which commenced recently. The somewhere safe to stay hub contract will run for 27 months, 12 individuals will be supported at any one time.

Procurement Information

In May 2022 the Council received confirmation of funding for rough sleeper support services from the Department for Levelling Up, Housing and Communities. The funding covers provision of three inter-dependent services to prevent rough sleeping and support those at risk of rough sleeping, covering: 1. Prevention surgery 2. Outreach and floating support 3. Somewhere safe to stay hub The prevention surgery and outreach / floating support services (1 and 2 above) were subject to an open tender under Public Contract regulations. The ITT was published on contracts finder 30/05/22 and the contract was awarded following a standstill period 18/07/22. (Contracts finder reference 323CD4B8-C3EF-44E1-9A35-87BBD84D1EC3). Only one tender submission was received. The contract was awarded to the solitary bidder, SMART CJS. The contract commences 01/09/22 and expires 31/03/2025. The Council had intended to include the Somewhere safe to stay hub service in the original tender but was unable to do so as suitable Council owned accommodation could not be identified / acquired at the time and it would have been inappropriate to ask bidders to tender for the provision of services in an unknown location (or locations). The tender for the prevention and outreach / floating support service could not be delayed as the service needed to commence 01/09/22. The Council has now acquired suitable accommodation and wishes to award the somewhere safe to stay hub service to SMART CJS. The Council considers it essential that all three services detailed above are provided by the same organisation - as effectively each of the services are fully integrated and apply to the same cohort of often complex individuals. It would be difficult to manage referrals and the effective transfer of personal data between multiple providers and a sole provider can ensure continuity of service and a consistent support environment for vulnerable individuals. The somewhere safe to stay hub will provide a vital resource to the team managing the prevention surgery and outreach / floating support services. The Council therefore intends to award the contract for somewhere safe to stay hub services to Smart CJS.
