Notice Description

The Norfolk and Waveney Integrated Care System (ICS) is seeking to commission short-term bed capacity within residential & nursing settings for those aged 65+ years. The purpose of the beds is to provide short-term support for discharges from Norfolk & Norwich University Hospitals NHS Foundation Trust (NNUH), Queen Elizabeth Hospital NHS Foundation Trust King's Lynn (QEHKL), and James Paget University NHS Hospital Foundation Trust (JPUH). The beds will be commissioned on a block basis from circa 1st October 2022 until 31st March 2023. Contracting and funding will be directly through the NHS Integrated Care Board (ICB), formerly Clinical Commissioning Group (CCG).

We are specifically looking for residential and/or nursing providers located in Norfolk who: Can offer a minimum of 5 beds Are registered for dementia care Are able to provide enhanced care for individuals Do not have any restrictions placed on the home by the Norfolk County Council (NCC) Integrated Quality Service (IQS) Have a CQC rating of Good or Outstanding (evidenced in CQC registration) but providers requiring improvement will be considered in discussion with the IQS team but will not be prioritised if there is enough good or outstanding capacity available. Providers will need to be able to: Safely support people with a high complexity of needs, including those living with dementia, high risk of falls, prone to wandering Work proactively with service users and supporting in-reach to take a recovery approach, with the aim of supporting people to exit from the short-term bed within 28 days To deliver these requirements, providers will be supported with additional therapy, social care and primary care services. There will be a finite budget for this initiative which is yet to be finalised so it might mean that not all interested providers will be offered a contract. The assessment of EOIs will be undertaken jointly by the Integrated Care Board (previously Clinical Commissioning Group) and NCC. Providers willing to Express an Interest will be required to respond to a series of questions which are scored on a "Pass/Fail" basis. Only providers who score a "Pass" on all "Pass/Fail" questions will be deemed compliant & capable. Depending on the outcome of the Expression of Interest, the Commissioner reserves the right to direct award to provider(s) with no further competition.
