Summary of the contracting process

The Cirrus Consortium, represented by Halton Housing, is overseeing a public procurement process titled "Cirrus Consortium Agency Labour and Recruitment Services Framework 2022". This process, focusing on the supply services of personnel including temporary staff, falls under the services industry category. It encompasses all regions within the United Kingdom, except Northern Ireland. The procurement, initiated through an open procedure, is currently at the contract update stage as of July 2025. The estimated value of the framework has been increased from £100 million to £150 million due to unforeseen demand, adhering to Regulation 72(1)(c) of the Public Contracts Regulations 2015. The four-year framework commenced in January 2023 and involves call-off contracts across five lots.

This tender provides substantial growth opportunities for businesses engaged in recruitment and personnel supply services. Companies capable of managing a wide array of staffing requirements, from temporary placements to recruitment process outsourcing, are well-suited to compete. Large-scale suppliers and SMEs alike can benefit, as the framework supports diverse recruitment needs for a range of roles across professional, manual, executive, and managed service levels. This extensive framework supports strategic growth for suppliers able to provide comprehensive staffing solutions across England, Scotland, and Wales. The involvement of multiple companies reflects the competitive nature of the procurement environment, making it ideal for enterprises looking to expand their market reach within the UK public sector.

Lot 1

The Consortium sought bids from service providers to participate in an agency labour and recruitment services framework covering a full range of roles required by consortium members across England, Scotland and Wales. The 4 year framework commenced during January 2023. Please note: the scope of services available and duration of the framework has remained the same. The Cirrus Consortium have decided to modify the estimated value of the framework from PS100,000,000 to PS150,000,000 in accordance with Regulation 72(1)(c) of the Public Contracts Regulations 2015. This modification is necessary due to the unexpected number and size of call-off contracts completed through the framework, which could not have been reasonably foreseen at the time of award. The change does not alter the overall nature of the framework and remains within the 50% increase limit permitted by the regulations.
