Cirrus Consortium Agency Labour and Recruitment Services Framework 2022
Notice Description
The Consortium sought bids from service providers to participate in an agency labour and recruitment services framework covering a full range of roles required by consortium members across England, Scotland and Wales. Services include: - Temporary staff placements - Staff on a temporary to fixed term basis - Staff on a temporary to permanent basis - Recruitment of permanent staff positions - Interim placements - Managed service provision (MSP)- Recruitment process outsourcing (RPO)The framework is split into 5 lots. The 4 year framework is expected to commence during January 2023.
Lot Information
Lot 1a: Professional services staff
Professional services staff (including, but not limited to, administration, contact centre, IT, finance, HR, legal, specialist consultant, housing services, asset management staff), provision of temporary workers.
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 1b: Professional services staffProfessional services staff (including, but not limited to, administration, contact centre, IT, finance, HR, legal, specialist consultant, housing services, asset management staff), recruitment of permanent workers.
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 2a: Manual services staffManual services staff (including, but not limited to, plumbers, joiners, electricians, labourers, ancillary, catering staff), provision of temporary workers.
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 2b: Manual services staffManual services staff (including, but not limited to, plumbers, joiners, electricians, labourers, ancillary, catering staff), recruitment of permanent workers.
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 3a: Executive and management level staffExecutive and management level staff (including, but not limited to, senior management, directors, board members, technical roles), provision of temporary workers.
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 3b: Executive and management level staffExecutive and management level staff (including, but not limited to, senior management, directors, board members, technical roles), recruitment of permanent workers
Renewal: The framework will be re-tendered to ensure sufficient coverage for the Consortium members.
Lot 4: Neutral vendorNeutral vendor (service providers that can manage a supply chain of agencies to deliver all roles required by a consortium member including those covered in lots 1-3). Bidders who are submitting for lot 4 must be able to provide personnel covering all roles identified in lots 1 to 3.

Lot 5: Master vendorMaster vendor (service providers that can deliver all roles required by a consortium member including those covered in lots 1-3). Bidders who are submitting for lot 5 must be able to provide personnel covering all roles identified in lots 1 to 3.

The 4 year framework commenced during January 2023. Please note: the scope of services available and duration of the framework has remained the same. The Cirrus Consortium have decided to modify the estimated value of the framework from PS100,000,000 to PS150,000,000 in accordance with Regulation 72(1)(c) of the Public Contracts Regulations 2015. This modification is necessary due to the unexpected number and size of call-off contracts completed through the framework, which could not have been reasonably foreseen at the time of award. The change does not alter the overall nature of the framework and remains within the 50% increase limit permitted by the regulations.
