Asbestos Analytical Processes TMC
Notice Description
The Council has statutory obligations to manage Asbestos Containing Materials within their properties (Schools,Corporate Buildings etc.). Other proposed Capital Works will also require the identification & subsequent removal of Asbestos Containing Materials before these schemes can commence. The removals element will form a separate contract, tendered from the same framework. The LHC (London Housing Consortium) AS2 Asbestos framework has been identified as being the most suitable option to call off from, as the London Lot includes a mix of local and nationwide suppliers. The suppliers all have their own testing facilities within the local area. The duty to manage asbestos is contained in regulation 4 of the Control of Asbestos Regulations 2012. The duty to manage asbestos is directed at those who manage non-domestic premises: the people with responsibility for protecting others who work in such premises, or use them in other ways, from the risks to ill health that exposure to asbestos causes. We do not have the in-house ability or facilities to undertake these statutory tasks in-house and therefore it was necessary for us to go to the External Market in order for the Council to comply with its statutory obligations.

The LHC AS2 Asbestos Removals and Remediation Framework was used to procure the works, and a mini competition was held using the pre-selected contractors from the Framework who expressed an interest in tendering. The Framework covers both domestic analytical and removal services, and commercial analytical and removals. The London Housing Consortium is a provider of framework agreements for use by local authorities, social landlords and other public sector bodies.
