Powys County Council ('The Council') is seeking tenders from suitably qualified and experienced providers for the provision of a care and support service at Llys Glan yr Afon Extra Care Housing scheme in Newtown, Powys. In entering into a contract with the Council to provide care and support services for people living in the extra care housing scheme. The Service Provider will undertake to comply with the Care Inspectorate Wales (CIW), National Minimum Standards (NMS) for Domiciliary Care Agencies (Wales) Regulations 2004, Regulation and Inspection of Social Care (Wales) Act 2016, Social Services and Well-being (Wales) Act 2014 and their related regulations, and any subsequent amendments). The extra care scheme will aim to provide the additional support which will enable individuals to remain within their own home for longer (with the level of support they need to meet their care and support needs). The contract will be 3 years plus an option to extend for up to a further 2 years (at the Council's discretion). The Council intends to let the contract in compliance with Regulations 74 - 77 Light Touch Regime under the Public Contracts Regulations 2015 and will use a "pseudo" Open Procedure. The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers. The Council may take into account any relevant considerations, including the specific needs of different categories of users and the involvement and empowerment of users which allow for future changes to the specification, or additional offerings, increase the scope or other alterations should the Council need to make changes to be able to meet future demands.
