Summary of the contracting process

The Foreign, Commonwealth, and Development Office is planning a tender titled "Syria Independent Monitoring 3 (SIM 3)" in the services procurement category. The tender aims to provide monitoring, research, and learning services in Syria to ensure accountability and impact delivery in various sectors. The FCDO, based in London, runs programmes remotely due to security risks and requires independent third-party monitoring for result verification and risk management. The Early Market Engagement event is scheduled for November 16, 2022, with further notices expected in May 2023.

This tender presents business growth opportunities for companies offering foreign economic-aid-related services, research, monitoring, and analysis expertise. Businesses with experience in complex contexts, remote project management, and accountability mechanisms are well-suited to compete. The tender is planned to follow a competitive procurement process, providing potential contractors with a platform to contribute to FCDO projects in Syria and support the agency's objectives in humanitarian, education, livelihoods, and diplomatic activities.

Notice Title

Syria Independent Monitoring 3 (SIM 3)

Notice Description

The FCDO needs monitoring, research and learning for the purpose of accountability to ensure FCDO funding in Syria is being used as intended and ensure that our portfolio continues to deliver impact at scale, reaching those in most acute need. The current FCDO Syria portfolio spans humanitarian, education, livelihoods and CSSF programming, alongside diplomatic activities, and policymaking. However, due to security risks, FCDO has not been based in country since 2015. FCDO Syria manage programmes remotely from the region and the UK, and staff are unable to directly monitor the delivery and quality of these projects. The purpose of this programme is to verify results reported by implementing partners through independent third-party monitoring and the generation of new evidence and analysis to inform programme planning, delivery, and risk management in this complex context.
