Notice Description

Lancashire County Council is to undertake the construction of a new railway station at Cottam Parkway on the Blackpool to Preston Railway line. The new station will deliver improved journey times to Preston and Blackpool and provide access to rail transport for commuter travel to jobs, business and leisure. It will also reduce congestion into Preston City Centre by providing a park and ride facility. The improved rail access will also support the delivery of new homes in north- west Preston providing a rail service to a catchment area of around 12000 homes and will connect to the new Preston Western Distributor road scheme which is currently under construction. Lancashire County Council intends to award a contract for the design and construction of the railway station and associated structures to Network Rail Infrastructure Ltd.

Lancashire County Council is to undertake works that include the construction of a new railway station at Cottam Parkway. The new railway station will be situated on the north-west side of Preston and will provide extra transport options for people travelling to and from Preston City Centre, as well as opening new opportunities for business and leisure journeys, and increasing access to mainline rail services. The new station will help to reduce congestion in Preston City Centre through providing Park & Ride options by train. The station will also serve existing residential areas as well as areas of the city where new homes are being built. The construction of the railway station will include a booking and information office, toilets, full accessibility including a footbridge and lifts to link the platforms, car park facility with an estimated 250 spaces, electric charging points, mobility and motorcycle spaces and bicycle storage and a station forecourt area linking to the local highways network. Lancashire County Council, as part of the wider Cottam Parkway railway station project, will construct a new access road inclusive of a new canal bridge, from Cottam Link Road to the station car park and extending to a new junction on Lea Road. Lancashire County Council intends to award a contract for the design and construction of the railway station, car park facilities and station forecourt area to Network Rail Infrastructure Ltd.

Procurement Information

Lancashire County Council, as a contracting authority, intends to award a contract to Network Rail Infrastructure Ltd for the design and construction of a railway station at Cottam Parkway, north west Preston. The project will include a booking and information office, toilets, full accessibility including a footbridge and lifts to link the platforms, car park facility with an estimated 250 spaces, electric charging points, mobility and motorcycle spaces and bicycle storage and a station forecourt area linking to the local highways network. The contract will be placed without prior publication pursuant to The Public Contracts Regulations 2015 (SI 2015/102) relying on Regulation 32, specifically Regulation 32(2)(b), that sets out an exclusion to the usual requirement for a public works contract being procured by a contracting authority to conduct a compliant competitive procurement. Lancashire County Council is to make a direct award to Network Rail Infrastructure Ltd based on Regulation 32(2)(b)(ii) because it considers competition is absent for technical reasons. The railway infrastructure works are estimated to be of PS25.0m value as part of a wider PS40m "Transforming Cities Fund" infrastructure scheme where the balance of the highways infrastructure works is being competed for as a public works contract. For the PS25m railway infrastructure works, Network Rail, by its nature of being the national infrastructure manager and owner of the railway infrastructure, is required to provide approximately PS2m of non-contestable works and, as a result, is the only solution to provide the full railway infrastructure works package (contestable and non-contestable works with the contestable works awarded through Network Rail's own competed framework arrangements) and managing track access/possession on a critical transport asset. It relies on complex project management and liaison with Network Rail in any event. Network Rail are understood to have the capacity, market presence and expertise as market leaders in the rail sector for delivering works similar to Lancashire County Council's requirements with reduced interface risk and a more co-ordinated approach to reduce risk of rail service interruption.
