"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The contract extension of 3 months, to 30th June 2023 will allow additional time for the procurement of the new contract in order to allow further community and voluntary sector engagement, to reduce any barriers in creating consortium bids, and the opportunity to reflect on the implications of the independent review of children's social care. The short length makes it technically and commercially unviable to change contractor."
