Intention to award a Public Services contract under Regulation 32(2) (b) (iii) of the Public Contract Regulations 2015 for the of higher education specific research, best practice and subject specific market insights consultancy, application generation services and virtual tour platform. Some of the development on the system fits under the regulations as it is proprietary and the work is specialist to the higher education sector in the USA. The services works will be delivered on a 36 month contract. The Negotiated Procedure without Prior Publication is being followed and is justified under Regulation 32 (2) (b)

Market insight reports tailored to subject areas combining demand information related to subject interest and economic activity. Extensive partnerships allowing insight across the UK & global HE sector. Wide-ranging networking activity. Ability to provide activity specific expertise for a wide range of professional service and academic activities, supporting ongoing development and project activity, with extensive understanding through bespoke research. Continued provision and development of a bespoke enquiry & application generation service for the US market and a virtual tour App.

The services, be provided only by a particular economic operator for the following reasons: Market insight reports are tailored to subject areas and combine demand information related to subject interest and economic activity. The number of partnerships maintained by the incumbent, giving specific insight across the UK HE sector and further afield. Networking activities enabled as a result of the breadth of partnerships. Activity specific expertise for a wide range of professional service and academic activities, enabling continued support and development to existing project activity. The protection of exclusive rights, including intellectual property rights of the solution to a bespoke enquiry and application generation service and a virtual tour platform The Works can only be supplied by a particular economic operator due to their range of complimentary services, extensive research resources, integral partnership in existing projects and exclusive rights of the modifications of the existing software and architecture and the timescales for delivery.
