Summary of the contracting process

The NHS West Yorkshire Integrated Care Board has awarded a contract for the provision of primary healthcare services to asylum seekers in the Wakefield district. The procurement method used was limited, with a negotiated contract awarded without prior publication of a notice. The contracting process was undertaken due to extreme urgency arising from unforeseeable events, necessitating immediate support for asylum seekers accommodated in new hotels. The successful supplier is Bevan Healthcare CIC.

This tender offers opportunities for businesses providing health services, particularly those with expertise in healthcare provision for vulnerable groups. Businesses with experience in delivering primary healthcare services and wraparound care would be well-suited to compete. The procurement signifies an urgent need for healthcare support to address the health needs of asylum seekers residing in contingency accommodation. The awarded contract aims to ensure equitable care and continuity of services for asylum seekers and associated vulnerable groups within the Wakefield district.

Lot 1

Procurement Information

Justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union: There is an immediate need to support the needs of individual asylum seekers who have been placed in new contingency hotel accommodation, within the Wakefield District in November 2022. There are now, with the 'standing-up' of this new hotel, two hotels in the Wakefield District being used as contingency accommodation for asylum seekers. The 'standing-up' of the new hotel was not collectively planned with the NHS and has come at a time when there are staffing shortages in the current service provision that supports the health needs of individual asylum seekers. Further to this, there is also an associated need to ensure that individual asylum seekers can receive equitable care, including General Practice registration and continuity of care arrangements. Achieving this is not only within the context of a new hotel being established, but the potential for further hotels to be used across the District and for individuals, within these hotels to have longer lengths-of-stay in this accommodation. Increasingly longer lengths-of-stay have been found in the initial hotel that has been used in the Wakefield District for several years, due to lack of onward dispersal accommodation. The above points mean that the specialist expertise of the provider is required, to ensure that both the immediate and longer-term needs of individual asylum seekers can be met, along with any other associated vulnerable groups.
