Summary of the contracting process

Edinburgh Leisure, with the City of Edinburgh Council, procured carbon dioxide and related swimming-pool supplies for pools across Edinburgh, including schools. The requirement covers CO2 gas and the equipment needed to use it, including cylinders, tanks, regulators, CO2 monitors, gas-pressure equipment and other ancillary items. It also covers wider pool chemicals and associated requirements under the broader lot. Deliveries are to multiple Edinburgh sites and must take place during opening times. The contractor must supply clean products, remove and dispose of supplied cylinders and equipment when required, and provide documentary evidence of checks on tanks, equipment and pipes. The buyer is Edinburgh Leisure, a charity and recreation organisation, with the Council also identified as a buyer.

The open procedure has concluded with active awards and contracts. BOC Limited (Quick Quotes) was awarded the CO2 requirement, and Univar Solutions was awarded the broader pool chemicals and associated requirements; both contracts were signed on 4 July 2023. The procurement had an estimated value of £600,000 and a contract period from 3 July 2026 to 2 July 2029 for the broader requirement. The tender deadline was 25 May 2026 at 13:00, with bids opened at that time in Edinburgh. Evaluation weighted quality at 70% and cost at 30%. One bid was received for the broader requirement and two for CO2. The arrangement is a dynamic framework, with the market expected to be revisited every three years. Variants were allowed for the broader lot but not for CO2.

This requirement suits gas and chemical suppliers able to support swimming-pool operations across multiple sites, with reliable delivery, cylinder and tank management, and associated monitoring and pressure-control equipment. Credible competitors need operational systems that can deliver during customer opening times, rectify shortfalls, faulty or damaged goods within seven days, and respond immediately to product recalls or defect notifications. They also need robust compliance records covering checks on tanks, equipment and pipes, together with safe collection and disposal arrangements for CO2 cylinders and supplied equipment. The contract conditions favour suppliers able to maintain uninterrupted service, manage disputed invoices without stopping supply, provide clean products, and produce a clear exit plan. The buyer’s evaluation shows that service quality carries substantially more weight than cost, while previous bidding indicates participation by both larger and smaller suppliers.
