The proposed procurement route accounts for the fact that neither the Department nor any other organisation have the levers or capacity to engage with local authorities in such a systematic way ADASS and LGA with a legitimate and credible voice of authority on operational improvement to deliver the two outcomes above. We have engaged with Commercial & Legal colleagues to approve the grounds for single tender action under the PCR Reg.32(2)(b) 'competition is absent for technical reasons' because there are no other organisations that can conceivably offer the same expertise and service as LGA and ADASS within the required parameters and timescale.
