Notice Description
Lincolnshire County Council is seeking to procure: a county wide all age Integrated Substance Misuse Treatment and Recovery service and a countywide all-age Substance Misuse Family and Affected Others support service for Lincolnshire to support adults, children and young persons and their families and affected others including children and young persons who have experienced substance misuse. The new Substance Misuse services are influenced by the key findings from the demand review, market engagement, stakeholder feedback and Lincolnshire Drugs Strategy 2021-25 which has a key focus on reducing drug related deaths, reducing drug-related offending and reducing the prevalence of drug use within our communities. The Substance Misuse Services are aligned to four core principle aims: - Prevention; aiming to prevent harm occurring, by working with key Partners within the systemwide Substance Misuse arena and actively promoting key health messages to adults, children and young people across Lincolnshire. - Treatment; the service provides both clinical and non-clinical interventions to enable individuals to safely reduce their addiction to drugs and alcohol, recover and remain drug and alcohol free. - Harm Reduction; providing support to individuals to reduce drug related deaths and the impact on families and increase their safety. - Recovery; to support and empower individuals to recover from addiction and stay that way, through building sustainable recovery communities and increase resilience, confidence, and skills so that individuals and their families will be able to regain their lives. The Council is publishing this opportunity for the market to bid for two separate LOTS: LOT 1: A countywide all age integrated Substance Misuse Treatment and Recovery service. LOT 2: A countywide all age Family and Affected others support service.

All Age Integrated Substance Misuse Treatment and Recovery Service
LOT 1: All Age Integrated Substance Misuse Treatment and Recovery Service. The service outcomes to be achieved through the delivery of an all age integrated Substance Misuse Treatment and Recovery Service are detailed below; Adults - To reduce harms caused by drugs and alcohol use including substance related morbidity, blood borne viruses, preventable deaths and other wider determinants of health. - To establish a clear recovery focused orientation and where recovery is visible throughout the treatment journey. - To increase engagement with identified cohorts that may otherwise not be in contact with services and whose behaviour is putting themselves at risk and impacting on the community, i.e., those who are homeless or rough sleeping, women and girls and those committing crime. - To increase accessibility and responsiveness of the service - To increase sustained recovery through the offer of personalised opportunities for those that use drugs and/or alcohol, to engage in employment, volunteering and education. Children and Young People - To target effective engagement with young people - To increase the number of children and young people supported through harm reduction and prevention, - To increase resilience in young people through effectively engaging through all stages of the behaviour change model - To develop life skills, making better choices and dealing with difficulties - Provide targeted support for vulnerable children and young people. - To deliver a needs led support for 18-25 year olds transitioning between Young Person and Adult teams. - To foster resilience in communities and increase sustainable solutions in the countywide substance misuse system. - Young people with complex needs (including pharmacological) should be treated holistically and in a 'child-centred' way rather than using a treatment approach more suitable for adults. - Improve outcomes for those involved in the criminal justice system. - To increase community awareness and reduce stigma through promotion and prevention strategies, creating a better understanding of the impact of substance misuse on families.
