Summary of the contracting process

The National Resources Wales (NRW) has awarded a contract for the Marine Recorder Online Database to JNCC. NRW, acting as the buyer, completed the procurement process through a limited award procedure without prior publication of a call for competition. The contract, with a value of GBP 155,000, was signed on 5th December 2022. The project involves marine services, specifically focusing on collating and sharing seabed survey data. The procurement aims to retain a long-standing partnership for the development and maintenance of the Marine Recorder database, vital for reporting and ecological data management.

The Marine Recorder Online Database contract opens opportunities for businesses involved in marine services, ecological data management, and marine consultancy. Companies well-versed in providing survey data solutions, marine biodiversity analysis, and biotope data management are prime candidates to compete for such tenders. The contract provides a platform for sustained collaboration between NRW and JNCC, promoting continuity and accuracy in the handling of crucial marine ecological data, which is essential for various environmental protection initiatives and compliance reporting.

Notice Title

Marine Recorder Online Database

Notice Description

Marine Recorder was developed about 20 years ago by JNCC in conjunction with the country agencies (NE, CCW, SNH, etc), to meet the needs of the country agencies to accurately collate, store and share survey data. It holds seabed survey data, especially from quadrat, core, grab, diver and video surveys. The physical data (depth, zone, sediment granulometry, etc) and the biotope data (biological community) that are associated with the species data are all held together. It is important to note that the data held in Marine Recorder is used both for reporting and for more general advice. Importantly, it is crucial for WFD and Article 17 (Reg 9a in the future) reporting. However, it is also used for casework advice (datasets showing Annex I and Section 7 habitats are available to developers, for example), advice on managing Marine Protected Areas (MPAs) (e.g. identification of areas of sensitive habitats or species), advice on completion of the MPA network (currently a high priority piece of work).
