Summary of the contracting process

The Suffolk County Council has awarded contracts for the provision of rural transport services in isolated communities within various areas of Suffolk. The contracts cover the period from 1st April 2023 to 31st March 2024. The contracting process was conducted through a limited procurement method without prior publication of a call for competition. The main procurement category is services, with the contracts focusing on connecting communities through Rural Transport Operators, offering transport links and door-to-door journeys for those with limited mobility, and supporting the Council's Net Zero target.

This tender for rural transport services in Suffolk presents opportunities for businesses providing public road transport services, special-purpose road passenger-transport services, and non-scheduled passenger transport. Companies offering sustainable transport solutions and with the capability to serve rural areas effectively would be well-suited to compete. With the Council opting for 1-year contracts to allow the market to stabilize post-pandemic challenges, businesses with flexibility and innovative approaches to meeting community needs while staying within budgetary constraints could benefit from participating in future procurement exercises.

Procurement Information

The Council considered Regulation 32 (2)b ii applied in so far that competition was absent for technical reasons. This decision was reached following a market engagement event with potential providers and their feedback in relation to the challenges of the pandemic recovery including driver shortages, fuel price increases and limited return of patronage. In addition the Council recognised the challenges of there being a limited number of transport providers within the rural areas of Suffolk and their ability to deliver a sustainable service meeting the communities needs and within the Council's budget profile whilst recovering from the pandemic. It was considered appropriate to implement 1 year contracts with the Council's existing Connecting Communities providers to enable the market to adapt and understand the new market conditions which would enable the Council to undertake a procurement exercise when the market is more stable and achieve better value for the communities of Suffolk.
