Future Commissioning of the Isle of Wight Domestic Abuse Service

Notice Description

The Isle of Wight Council (the Authority) shall be commencing a procurement process in February 2023 for the provision of domestic abuse services. The new contract shall commence on 1 October 2023. The Authority intends to structure the tender to include two lots covering 1) Domestic Abuse Services For Victims and Survivors and 2) Domestic Abuse Interventions For People Using Abusive Behaviours. The services will be jointly funded and performance-managed by the Isle of Wight Council and the Office of the Police and Crime Commissioner for Hampshire and the Isle of Wight. The Domestic Abuse Act (2021) set out new responsibilities for local authorities with respect to domestic abuse, particularly in relation to safe accommodation for victims/survivors of domestic abuse and their children. The new domestic abuse service will be responsible for delivery of safe accommodation as well as holistic support for victims/survivors. The service for victims/survivors will include: * Community-based domestic abuse services providing crisis and longer term support * Accommodation-based domestic abuse services * Domestic abuse services for children and young people * Training delivery, prevention and awareness-raising activities In addition to the service for victims/survivors, there will be a service that will provide effective evidence based interventions for people using abusive behaviours based on the latest evidence of effectiveness. The domestic abuse services will adopt an outcomes-focussed, trauma-informed, whole system approach, integrating pathways with providers of other key services. The service supplier(s) will work in partnership with local agencies and organisations across the wider statutory, non-statutory, community and voluntary sector to enable holistic support. The services provided will be inclusive and adopt a tailored approach which addresses barriers to engagement with services and responds to individual needs. The event will be held on Microsoft Teams in order to maximise attendance. The event will provide an opportunity for the Authority and partners from the Office of the Police and Crime Commissioner to give more information regarding contract length, value and the procurement timeline. The Authority will also provide an overview of the proposed services and give interested parties the opportunity to feedback on the proposals and help shape the future of Domestic Abuse provision on the Isle of Wight.
