Summary of the contracting process

The Ministry of Justice in the UK has awarded a contract for drug detection apparatus under a limited procurement method, without prior publication of a call for competition. The contract aims to provide goods and services to support an effective drug testing regime in prisons, improving safety and managing risks in the community. The contract covers the supply and service requirements for a drug screening programme across all sites in England & Wales, including urine and oral fluid testing, confirmatory services, and prevalence testing.

This tender presents an opportunity for businesses providing drug testing laboratory analysis goods, services, and prevalence testing to support the Ministry of Justice's objectives. Companies well-suited to compete are those experienced in providing drug testing kits, consumables, laboratory analysis services, and courier services for drug testing programmes. The contract has been awarded through the NHS Framework, with Abbott Toxicology Limited currently holding the active contract for the Drug Testing Interim Contract 2022-2024, valued at £17,000,000 and aimed at enhancing prison safety and reducing re-offending.
