TfL conducted a Negotiated Procedure with prior call for competition under the Utilities Contracts Regulations (2016). The award criteria consisted of both quality and price components; however, all quality evaluation took place on a pass/fail basis, with 100% of the evaluation weighting applied to the price (with all compliant bidders ranked accordingly).",
