Summary of the contracting process

Kent County Council, the largest local authority in England, has completed its public procurement process for the "SC22331 - Drainage Works Framework," under the construction work industry category. This procurement is under the Growth, Environment and Transport directorate of the Council. The framework, which commenced on 1st August 2023 and will expire on 31st July 2027, aims to carry out all tasks associated with highway drainage maintenance within Kent (region UKJ4). The total framework value has been modified to £22,500,000, up from £15,000,000. Work under this framework is awarded to three suppliers: Ferns Surfacing Limited, G&J Steele Plant Hire Limited, and Steadline Limited, either on a rotational basis or via mini-competitions, in compliance with the Public Contracts Regulations 2015.

This tender offers significant business growth opportunities, especially for small and medium-sized enterprises (SMEs) experienced in drainage and surface works. The framework covers various drainage-related tasks, including new installations, maintenance, and repairs, presenting consistent work potential despite no guaranteed amount. The procurement method was limited, with a specific award procedure that did not require prior publication of a call for competition. This framework supports multiple public sector bodies, providing a platform for qualified businesses to secure work through subsequent competitive tender processes expected within the next 24 months. Businesses engaged in construction, particularly those specialising in drainage, sewage, and environmental services, would find this framework advantageous.
