    "description": "The Concession Contracts Regulations 2016 (CCR 2016) applies to this procurement. The Contracting authority intends to follow a process similar to the Open procedure described in the Public Contracts Regulations 2015 (as amended) (PCR 2015). The Contracting authority reserves the right to deviate from the formalities of the PCR 2015 in conducting the procedure using flexibilities permitted by the CCR 2016.
