Summary of the contracting process

The public procurement process for the GIS Programme - Regional Supplier Contract in Leicestershire and Warwickshire, under the Department for Science, Innovation and Technology, focuses on the telecommunications services industry. It aims to develop gigabit-capable broadband infrastructure in regions unlikely to receive commercial investment. This contract is part of a larger initiative by Building Digital UK, previously under the Department for Digital, Culture, Media and Sport, now a part of the Department for Science, Innovation and Technology. The contract, valued at £76,429,043, is set to commence on 9 January 2024 and conclude by 31 December 2035. The project is divided into three phases: a six-month design phase, a four-year build phase, and a seven-year monitoring phase. This active award, updated on 24 June 2026, involves CityFibre Limited as the supplier, marking a substantial investment in enhancing broadband capabilities.

This procurement presents a significant opportunity for businesses in the telecommunications sector, primarily those specialising in broadband infrastructure development. Large enterprises like CityFibre Limited, which are capable of fulfilling extensive infrastructure requirements, are well-suited to this contract. By targeting the final 20% of unserved regions, the contract facilitates growth in areas challenging to reach with traditional market dynamics. Businesses that can offer innovative solutions and sustainability in network services stand to benefit from the government-subsidised initiative aimed at enhancing connectivity across the UK. This project also provides a platform for businesses to leverage government funding under the UK subsidy control framework, aligning financial resources with strategic infrastructure goals.

GIS Programme - Regional Supplier Contract - Leicestershire and Warwickshire

Notice Description

This procurement is for the award of a Regional Supplier Contract in the Leicestershire and Warwickshire region. This is part of the Gigabit Infrastructure Subsidy programme.

The Gigabit Infrastructure Subsidy programme is a government programme aimed to support the build of gigabit-capable broadband infrastructure in the areas of the UK which are unlikely to attract commercial investment for gigabit-capable broadband infrastructure within a reasonable timeframe, if at all, referred to as the final 20% (f20). Building Digital UK (BDUK, part of DCMS) will be targeting its market intervention in these areas of the UK via this subsidy award programme, to subsidise the build of gigabit-capable networks providing long-term, sustainable availability of wholesale gigabit broadband services in the hardest to reach parts of the UK. The Gigabit Infrastructure Subsidy programme builds on the success of existing programmes being delivered by BDUK to deliver gigabit-capable networks across the UK. It is envisaged this programme will last for up to 9 years and award contracts throughout that period.
