Notice Description
The NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is acting on behalf of Cwm Taf Morgannwg University Health Board. This contract is for a Psychosocial Substance Misuse Service within HMP & YOI Parc Prison. The purpose of the service is to provide psychosocial interventions to prisoners and children within HMP & YOI Parc Prison. The service provides assessment, stabilisation, and assisted withdrawal for individuals with substance misuse problems. This notice constitutes an Intention to Award Notice and confirms the commissioner's intention to award a contract following the application of Direct Award Process 2 under the Health Services (Provider Selection Regime) (Wales) Regulations. Direct Award Process 2 has been considered the most appropriate procurement process for this requirement, as the term of the existing contract is due to expire and the commissioner has proposed a new contract to replace the existing contract at the end of its term. The proposed contracting arrangements do not represent a considerable change, and the commissioner is satisfied that the existing provider is delivering the current contract to a sufficient standard and is likely to satisfy the requirements of the proposed contract. Publication of this Intention to Award Notice commences the standstill period in accordance with the applicable regulations. No contract will be entered into before the end of the standstill period. The services are intended to be provided from 16 September 2026 to 15 September 2027, with the option to extend for a further two periods of 12 months each

Lot 1
This procurement aims to provide a safe, effective, and high-quality substance misuse service for people within HMP & YOI Parc Prison. The service will ensure that individuals in custody have access to support and interventions comparable in range and quality to those available within the wider community, helping to reduce health inequalities between people in custody and the general population. The service will deliver psychosocial interventions for both adult prisoners and young people at HMP & YOI Parc Prison. This will include assessment, stabilisation, and assisted withdrawal support for individuals experiencing substance misuse issues. This is a Provider Selection Regime Wales (PSR Wales) Intention to Award Notice. The award of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. Additional information: The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by E-mail- keri.jones3@wales.nhs.uk. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales.
Options: Option to extend contract for a further 12 months between 16th June 2025 - 15th June 2026

Procurement Information
The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.
