Summary of the contracting process

Cwm Taf Morgannwg University Health Board bought specialist psychosocial substance misuse treatment and support for adults and young people held at HMP & YOI Parc Prison in Bridgend. The service is intended to provide people in custody with support comparable in range and quality to community provision, helping address health inequalities. Work includes assessment, stabilisation, psychosocial interventions and assisted withdrawal support for people experiencing substance misuse. The procurement covers a single service at the prison, combining clinical and rehabilitation provision. NHS Wales Shared Services Partnership-Procurement Services acted as the procurement service for the Health Board.

The contract has been awarded to G4S Care and Justice Services (UK) Limited through Direct Award Process 2 under the Provider Selection Regime (Wales). The award was made on 15 September 2026, following the conclusion of a standstill period on 3 September 2026. The contract value is £1,938,343.44. The stated service period runs from 16 September 2026 to 15 September 2027, with two optional 12-month extensions, potentially extending provision to 15 September 2029. There is one service lot. The evaluation assessed quality, value, collaboration and service sustainability, improved access and reduced health inequalities, and social responsibility. Quality carried all the stated evaluation weighting; price carried none. Direct Award Process 2 was used because the existing contract was expiring and the service model was not changing considerably.

This award shows demand for a specialist, prison-based substance misuse service from Cwm Taf Morgannwg University Health Board. A credible provider needs the clinical and professional capability, staffing capacity and governance to deliver assessment, stabilisation, psychosocial interventions and assisted withdrawal support to both adults and young people in custody. The requirements include appropriate indemnity insurance, relevant professional registration, clinical governance and evidence of mandatory safeguarding training for adults and children. Staff must have the right to work in the UK, pass the required counter-terrorism and security vetting, meet the establishment’s security requirements and follow relevant Detention Service Orders and Instructions. Providers should also be able to demonstrate quality, value, collaboration, service sustainability, improved access, reduced health inequalities and social responsibility. The successful provider was assessed as meeting these requirements and as able to continue delivering the service.
