Market engagement event for the Provision of General Dental Services in Mablethorpe
Notice Description
NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of Lincolnshire Integrated Care Board (the Commissioner) would like to invite potential Bidders to a Market Engagement Webinar which will take place on Wednesday 17th May 2023 between 5.15pm and 6.15pm. To attend the webinar, please register your interest by 10:00 Wednesday 17th May 2023. The webinar has been organised to inform the market about a procurement opportunity for providing Personal Dental Services (PDS) within Mablethorpe, Lincolnshire.

The Commissioner is aware that a provider for Mablethorpe General Dental Services has not been secured after two rounds of procurement previously. The Commissioner is keen to re-procure General Dental Services within Mablethorpe.
Details relating to the proposed procurement in brief as follow:
* Proposed contract length: 5 years with the option to extend for a further 2 years (depending upon satisfactory annual performance reviews), with a maximum total contract length of 7 years.
* Contracted activity levels:
- Year 1 (4 Months pro rata, 1st December 23 - 31st March 2024), 6,205 UDA's & 68 Sessions (4 per week)
- Year 2 (1st April 2024 - 31st March 2025), 18,614 UDA's & 208 Sessions (4 per week)
- Year 3 (1st April 2025 - 31st March 2026), 21,028 UDA's & 104 Sessions (2 per week)
- Year 4 (1st April 2026 - 31st March 2027), 21,028 UDA's & 104 Sessions (2 per week)
- Year 5 (1st April 2027 - 31st March 2028), 21,028 UDA's & 104 Sessions (2 per week)
- Year 6 (1st April 2028 - 31st March 2029),21,028 UDA's & 104 Sessions (2 per week)
- Year 7 (1st April 2029 - 31st March 2030), 21,028 UDA's & 104 Sessions (2 per week)
- Year 8 (8 months pro rata 1st April 2030 - 30th November 2030), 21,028 UDA's & 104 Sessions (2 per week)
* The Commissioner is offering PS28.00 per UDA
* The Commissioner is offering PS650 per Session.
* Golden Hello payments of up to PS15,000 are available to assist with the retention and recruitment of Dental Nurses, Dental Therapists, and Dentists to this service
* Proposed surgery opening hours: Core hours 08:00 to 18:30 Monday to Friday
* The Commissioner requires the services to be provided in a fixed NHS Property Services premises - Marsico Medical Practice, Stanley Avenue, Mablethorpe, Lincolnshire, LN12 1DP.
* The Commissioner intends to provide a significant subsidy for anticipated Total Annual Charges (including Annual Total Rent Charges, Annual Total Rates, Annual Total Service Charges, Annual Total Facilities Management) for the associated premises costs, this will be in the region of PS92,000.
* The services must be operational on the expected service commencement date of 1st December 2023.
*There may be flexibility to support the delivery of 18,800 UDAs earlier than the second year of contract; subject to the commissioner having availability of funds, patient demand and availability of the workforce.

Please note that this survey is purely a market engagement exercise. Your response and attendance to the webinar does not guarantee your organisation's participation in any future procurement resultant from this exercise.
If more than one compliant provider registers an interest for this opportunity, meets the requirements set out in this Notice, and the questionnaire, then the ICB may set out details for a competitive process in June 2023. Should only one provider register an interest and meet the requirements, the ICB reserve the right to award to that provider without further publication following due diligence checks.
Future procurements resultant from this exercise will be advertised separately. Should your organisation wish to submit its bid, then it must respond to the advertisement which calls for the procurement competition separately at the time.
