The software and its technical libraries are critical to several Schools across the University. The procurement was outwith competition and the grounds for justification of awarding this contract without seeking offers through a formal procurement competition is technical reasons. Sole supplier justification made under chapter 2, section 3 and procedure 33 of The Public Contracts (Scotland) Regulations 2015 - services can be supplied only by a particular economic operator - competition is absent for technical reasons.
