Summary of the contracting process

Suffolk County Council commissioned integrated all-age drug and alcohol services for people across Suffolk. The service is intended to provide equitable, cost-effective support that addresses population need, reduces health inequalities and improves life chances. Its scope includes support for underserved people and those with complex needs, vulnerability or co-occurring conditions; increasing access locally; targeted outreach; multidisciplinary working across health and social care; prevention; and workforce development. This is a public health and social care services requirement, covering health services, community health services, and social work and related services. Delivery is across Suffolk. The requirement forms part of the local health and social care system and is designed to support the objectives of the national drug strategy. Suffolk County Council is the buying organisation.

The procurement has been awarded and the resulting contract has been modified several times. Turning Point (Services) Ltd is the selected supplier. The original contract was signed on 31 October 2023 for £52,853,256, covering 1 April 2024 to 31 March 2033. A modification signed on 6 August 2025 increased the value to £57,316,397 without changing the contract length. Further modifications, most recently approved on 16 June 2026, increased the value to £59,760,008.65; the latest contract record was signed on 1 June 2026. The procurement used an open procedure, with written submissions in English. The tender deadline was 8 September 2023 at noon, and the award period began then. Evaluation was based 70% on quality and 30% on price. Two electronic bids were received, with no SME bids.

This requirement is relevant to providers of integrated substance misuse, public health, community health and social care services, particularly organisations able to deliver all-age support across a county-wide population. A credible competitor would need experience of coordinating multidisciplinary services across health and social care, with the operational reach to combine local access, targeted outreach and prevention.
