                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The Council could not have foreseen the changes / timescale impacts as a consequence of legislation - at time of extension/modification approval, DOLS was known to be replaced by Liberty Protection Safeguards (LPS), following the Mental Capacity (Amendment) Act 2019. The Government was considering the responses following the consultation for the draft Code of Practice for the Mental Capacity Act & LPS and the text of the Code will go back to Parliament for ratification. The impact of legislative changes is not yet known and the requirement can not therefore be re-tendered."
