Please note that this PIN is being issued to engage with the market prior to going out to tender and is not a formal PIN marking the start of a procurement procedure. All information shared in this notice is indicative and subject to change by the Contracting Authority. The University of Sussex ("Sussex") is seeking information and expressions of interest from suppliers in preparation for the re-tender of it's Facilities Management Services. The current contract is due to expire on 30th June 2024 with the new contract commencing on 1st July 2024. Sussex is seeking an FM provider who will: * Become a Partner in the SEF LLP joint venture * Provide management services to SEF * Provide administrative services to SEF, including but not limited to Payroll, Procurement, HR advice and other business functions Further details are contained within the Instruction Document which can be accessed via the e-sourcing portal, Proactis: https://supplierlive.proactisp2p.com/account/login Participation in this engagement is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist to inform the Contracting Authority as to the level of interest from the market.

The current FM contract is delivered through Sussex Estates and Facilities (SEF), a Joint Venture owned by the University (majority shareholder) and the current partner, Mitie. Sussex is seeking a Partner who can ensure that SEF offers an excellent service quality and value for money. This must be founded on high levels of innovation, the intelligent use of technology and opportunities to capitalise on the benefits associated with working with an external Partner, including the willingness to bring investment on a 'spend to save' basis. The FM Services Agreement will be between the University and SEF, however it is the Partner's responsibility to manage and lead the SEF team to deliver the required level of service in a cost effective manner. Unlike the previous contract, Sussex has chosen a hybrid model of delivery. Service lines to be included in the new FM Services Agreement are outlined in the Market Engagement Instructions Document. The FM Services Agreement covers all of the University's Premises. This is predominantly on the main campus in Falmer, with a smaller collection of buildings on other sites, in the centre of Brighton and in Falmer Village itself. Please note that Sussex anticipates using the Restricted Procedure to run this procurement, but this may be subject to change.
