Summary of the contracting process

Essex County Council, identified as the buying organisation, is currently in the planning stage for the "Future Highways Provision - Market Engagement." The procurement process pertains to the construction industry, specifically focusing on highways, roads, and surface works. The Council is engaging with the Highways Industry to inform the development of the pre-procurement activities for a new highways contract slated to commence after the current contract expires on 31st March 2027. A series of market engagement activities, including questionnaires and workshops, are scheduled, with an important deadline for feedback submissions on technology considerations due by 14th February 2025 and an in-person event to be held on 15th May 2024 in Essex. The tender publication is provisionally set for October 2025.

This tender presents significant business growth opportunities, especially for companies specializing in construction work and road-construction materials. The planned market engagements offer substantial scope for businesses to influence the tender requirements and demonstrate their capabilities in highway service provision. Companies invested in cutting-edge technology within the highways sector will find this engagement particularly beneficial. Small and medium-sized enterprises (SMEs) and experienced service providers with expertise in surface work, integrated service provision, and innovative construction methods stand well-suited to compete for this opportunity. Participation can lead to strategic partnerships and an enhanced market presence. Interested parties can engage through the Council's e-sourcing portal, ProContract, to register their interest and contribute to the evolving framework.
