The London Borough of Tower hamlets is seeking to contract with a suitably qualified and experienced provider to re-procure the contract for the Hotel in Park residential respite service, a 24/7 service providing short breaks for residents. With award November 23 and mobilisation for service commencement at the latest early January 24 . The council will be seeking a provider with the resources, capacity and experience to mobilise at pace with the ability to partner with the council to deliver a three year contract with permission for 2 one year contract extensions. The tender is for an accelerated open tender for two weeks due to urgency under regulation 27.5 of The Public Procurement Regulations 2015 and TUPE is involved in this tender The service is located in a Council owned building (Sewardstone Road Tower Hamlets) which is currently under renovation and due to have works completed by the end of September 2023. These capital works will provide a newly refurbished ground floor respite provision delivering an improvement to the quality standard of the environment.

The London Borough of Tower Hamlets has been commissioning residential respite support for adults with learning disability for many years. This procurement is taking place because of the expiry of the existing contract. This specification reflects the current local context and priorities including: * 'Living Well, The Adult Learning Disability Strategy 2017-2020': whilst is due to be refreshed maintains a strong and agreed commitment to have choice and the right support. * the Tower Hamlets Carers Strategy; and * the strengthening and refreshing of the Learning Disability Partnership Board. Th2 specification reflects and incorporates points made by service users and their family/carers in consultations and the findings and evidenced practice from research and development over the last years. The service will need to work closely with Commissioners and the Community Learning Disability Service (CLDS) as part of a continuous improvement and development approach, so it is able to deliver respite for an increased number of individuals with challenging behaviour and complex needs. The service is to be provided from the ground floor of a Council owned building in Sewardstone Road, E2 and the successful provider will be expected to enter into a lease arrangement with the Authority for the duration of the contract. A copy of the Heads of Terms (which form the basis of the lease) and floorplans are contained within the tender pack. Agreement to these and the contract (the terms and conditions of this are also included in the tender pack) is a condition of the contract award. The service must be person-centred with an emphasis on supporting individuals to set their own goals and develop their skills through active participation in a wide range of activities in the community and at the premises during their stay. Activities should meet people's individual needs and aspirations. People must be able to participate in activities throughout the week, including weekends and evenings. This will include supporting people to continue to access any activities they regularly attend as well as providing activities or supporting them to participate in local and community activities during their stay. The service objectives are to provide respite to the full capacity of the premises for Tower Hamlets clients only who have respite allocated by the Community Learning Disability Service as part of their support plan. This will be as follows: * 1,825 planned stays (5 beds for 365 days per year); and * 730 emergency stays (2 beds for 365 days per year). A stay is assumed to generally be for 24 hours and the service provision must include delivery of a programme of care, support and a varied range of activities for the full capacity of seven people for all seven evenings of the week (4pm to 10am) and during the daytime (10am to 4pm) at weekends. On week days during the day time (10am to 4pm), the service must ensure that all 7 people are supported, either by enabling them to participate in their regular programme of activities or by directly providing a programme for them. Additional information: The current contract was due to expire on 17/02/2024.but the current provider wishes to exit the service by the end of December thus The London Borough of Tower Hamlets is launching a tender under the accelerated Open Procedure under Regulation 27.5 of The Public Procurement Regulations 2015.due to urgency for 15 days. This procurement also includes TUPE transfers. With award November 23 and mobilisation for service commencement at the latest early January 24 . The council will be seeking a provider with the resources, capacity and experience to mobilise at pace with the ability to partner with the council to deliver a three year contract with permission for 2 one year contract extensions.

Renewal: The Initial contract is for 36 months with permission to extend the contract two periods of 12 months for a total contact length of 60 months (Five years)
