Jisc Services Limited have entered into a contract with Wiley Subscription Services Incorporated for their Read and Publish agreement which combines open access publishing and full and permanent access to 1,635 Wiley journals for a two year period. The agreement is for use by Jisc members and not for Jisc's own use.

The supplier is the rights owner and only supplier of this resource. Therefore Jisc is clear that the arrangement falls within the protection of exclusive rights, including intellectual property rights, contained within Regulation 32 (2) (b) (iii) of the Public Contracts Regulations 2015, permitting Jisc to enter into the direct award.
