Summary of the contracting process

North Lanarkshire Council commissioned an early help and family support service under the Scottish Government’s Whole Family Wellbeing Fund. The service takes a preventative approach, supporting families across North Lanarkshire who need additional help. It is a social work and related service, covering delivery throughout the North Lanarkshire area. The requirement was structured as a single-supplier service rather than separate lots, with the appointed provider expected to deliver support through a partnership of local providers. The work is aimed at intervening early and strengthening family wellbeing, rather than providing only crisis or statutory social work responses. Organisations with experience of family support, early intervention, community-based services and coordinated local delivery are the most directly relevant potential competitors for this type of requirement.

A credible future competitor would need demonstrable experience of early help, family wellbeing and related social work services, together with the ability to coordinate a partnership of local providers. The successful delivery model is closely connected to individual communities, so evidence of effective local engagement and adaptable support would be commercially relevant. Capacity is also important: the incumbent model was described as able to work with families within 48 hours of referral. Suppliers should therefore be able to show responsive referral handling, sufficient suitably skilled staff, reliable partnership management and the operational resilience to maintain coverage across North Lanarkshire at comparable scale.
