Contract Title: Rogers Court service support for Rough Sleepers with complex needs (Please note that this contract relates to the provision of support services to those at risk of rough sleeping and does not include provision of accommodation or management of accommodation, which is undertaken separately).

Lot 1
Rogers Court provides 20 units of temporary accommodation and intensive 24/7 on-site support for the Borough's most vulnerable and complex rough sleepers and people at risk of rough sleeping. SMART Criminal Justice Services was awarded a three-year contract in 2021 following an open tender. The service contract is funded by DLUHC grant. The current contract expires 31/03/24. The Council has recently been advised by DLUHC that annual grant funding will be extended for a further year to 31/03/25 and needs to arrange for the service to continue during the extended period. The Council has decided to extend the current contract until 31/03/25, which would also make the Contract co-terminus with other Rough Sleeper services. Changing provider in the short term could be very unsettling for both service users and staff and could be detrimental to the service without significant change management planning on behalf of a new provider. The Council does not consider that a 12 month contract would be attractive to potential bidders, given the specialist nature of the service and the need for a significant mobilisation period. Should DHLUC funding of rough sleeper services be extended beyond 31/03/25 all services will be subject to open tender in the latter part of 2024. Depending on grant funding the service specification may need to be redesigned for future provision.
