Notice Description

This is not an opportunity, but a VEAT notice to inform the market that Torbay & South Devon NHS Foundation Trust is intending to award a contract for an Intermediate Care Reablement Facility. A service providing facilities, equipment and care for 24 'Intermediate Care' patients, who are registered with General Practitioners in the Torbay area.

The service being commissioned is to provide facilities, equipment and care for 24 'Intermediate Care' patients, who are registered with General Practitioners in the Torbay area. The provider will effectively act as a strategic partner in providing a larger number of places in a single facility. The contract is for 7 years. The value of the contract is a best estimate and may be subject to inflationary uplift on an annual basis. It is a change of the usual model of 'Intermediate Care' provision, of hiring individual beds from providers spread over the Torbay area. The gains or efficiencies that a single facility provides will be: * Reduced time of staff spent travelling of 25% * Reduced travel expenditure * Reduced treatment time for patients * Appropriate on-site facilities for multidisciplinary treatment * A sizeable facility for the Trust to allow the discharge from hospital of patients that are well enough to be discharged, but may have other healthcare needs. Which will reduce 'bed-blocking' in the acute area(s) of the Trust and also help with 'Winter Pressures'. Thereby saving cost for the Trust and maintaining the acute facility for the rest of the community.

Options: Up to 3 years beyond original term as agreed between the parties.

Procurement Information

The requirement of the Trust is by its nature geographically restricted. The Trust monitor the provision of social care in the area and there are no other providers that offer a similar facility or could provide for 24 'Intermediate Care' clients. Which would provide the intended gains in patient care. There would be no benefit in publication of a call for competition on the Find a Tender service, as under Public Contracting Regulations 2015: Chapter 2 - Rules on Public Contracts, Section 3, Procedures 32 General Grounds (2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:- (b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:- (ii)competition is absent for technical reasons, The contract will not be entered into before the end of a period of standstill, starting from the 08/11/2023 and ending Midnight 18/11/2023.
