Summary of the contracting process

Islington Council is procuring nightly purchased accommodation and its management for people experiencing homelessness, including households needing temporary accommodation and people with no recourse to public funds. The service is intended to provide safe, suitable, high-quality places to stay, support residents’ wellbeing and independence, reduce rough sleeping and help the Council meet its housing and care duties. Providers must supply properties in Islington or neighbouring Hackney, Camden and Haringey, or elsewhere if the journey to Islington by public transport takes no more than one hour. The requirement is for accommodation provision, not home-care or staffing agency services.

The procurement has been awarded and the contract is active. Islington Council selected nine suppliers for the framework: Ace Investment Properties, Ashdale Services, Caridon Property, Ezzi Lettings Solutions, Linfranc Services, National Management TA, Switch Hospitality Management TA, Theori Investments and Fearn Services. The contract was signed on 3 July 2025. The framework term is 1,800 days. This was an open procedure for a framework agreement; the award criteria identified quality and price, with quality given a stated weighting of 100. The procurement records one lot and nine bids, all from small and medium-sized enterprises. No award or contract value is recorded.

This award shows demand from Islington Council for providers able to source and manage a reliable supply of safe, suitable nightly accommodation, with properties close enough to serve Islington and its residents. Credible competitors will need access to accommodation within the borough, in Hackney, Camden or Haringey, or within a one-hour public transport journey, and the operational capacity to respond flexibly to housing needs. The service also calls for a clear focus on quality, residents’ wellbeing and independence, and support for people experiencing homelessness, including those with no recourse to public funds. The nine selected suppliers include both small and larger businesses, indicating that the requirement has accommodated different provider sizes. Property availability and accommodation management are central; home-care and staffing agency services are outside this requirement.
